Bilateral Cooperation Between Portugal and Spain
AIDA CCI informs that, within the scope of bilateral cooperation between Portugal and Spain, a Memorandum of Understanding has been signed in which both countries committed to developing a Common Border Development Strategy.
The Declaration of Intent signed by the two countries outlines a strategy as “a flexible and open instrument, essential for transforming cross-border regions into a joint development platform, focusing on the Iberian market. This will help combat demographic regression and promote coordinated opportunities for economic growth, job creation, and improved quality of life for people living on both sides of the border, within a framework of sustainability and convergence.”
Similarly, this strategy includes among its “planned activities” the goal to “strengthen and promote the figure of the cross-border worker through the creation of a specific document regulating it, with clear and accessible information, establishing support points in border municipalities. Coordination between authorities from both countries will be promoted, clarifying the applicable regulatory framework and integrating European dimensions and programs.”
Both nations have signed a Cooperation Protocol in which they pledged to facilitate mobility, access to information, and the exercise of rights for cross-border workers between Portugal and Spain. They also agreed to establish a working group to contribute to regulating a status for cross-border workers in the border territories of Spain and Portugal.
This document aims to contribute to fulfilling the commitments outlined in the Strategy and Cooperation Protocol. It is therefore a useful document that presents in a simple manner the rights and services available to cross-border workers in Portugal and Spain, as well as the rights granted to them by national legal frameworks and the common framework of European Union legislation.
