BPF Reconstruction Support Lines 2026
On 4 February 2026, Banco Português de Fomento (BPF) opened applications for the Reconstruction Support Program. With a budget of €1,500 million, these lines offer commission waivers and non-repayable grant components for companies affected by Storm Kristin.
Given the damages recorded in the Central region, this financial instrument was designed to ensure immediate liquidity and support long-term reconstruction efforts. The focus is on preserving the business fabric and maintaining jobs.

What does the Reconstruction Support package consist of?
This package stands out for the drastic reduction of financial burdens (maximum spread of 0.5% and guarantee commission waiver) and the incentive for maintaining activity:
- Immediate Treasury (€500M): For working capital and current needs up to €2.5M. 5-year maturity with a 12-month capital grace period.
- Asset Reconstruction (€1,000M): For works and equipment (covers 100% of eligible damages). 10-year maturity with an extended 36-month grace period.
- Non-Repayable Grant Incentive: In the investment line, companies can benefit from converting 10% of the loan into a grant, provided they maintain activity and employment levels (IES 2028 assessment).
Application Process
Applications are formalized directly through the Commercial Banking network. Companies must present proof of damages and regularized status, benefiting from a streamlined process with public guarantee (70% to 80%).
