Applications Open for PME Líder and PME Excelência 2025 Statuses

AIDA CCI announces that applications are open until November 28, 2025, for the business qualification programme from IAPMEI – the Agency for Competitiveness and Innovation, which distinguishes national SMEs with the PME Líder and PME Excelência statuses.

A Two-Tier Recognition Programme

The PME Líder and PME Excelência programme is a seal of reputation that aims to signal the merit of SMEs with superior performance. It functions as a two-tier ecosystem designed to recognize and boost the growth of the best national companies:

• PME Líder Status: The first level of recognition, which distinguishes companies with solid risk profiles and performance indicators above the average for their sector. Obtaining this status is the starting point and the essential requirement for the next level.
• PME Excelência Status: The highest level of distinction, reserved for a select group of companies within the PME Líder universe. These companies are selected based on even more demanding economic and financial criteria, representing the elite of the business community in Portugal.

The Path to Recognition: How the Process Works

The application process is simple and mediated by partner banks, ensuring a rigorous and merit-focused analysis.

1. Expression of Interest: The company must contact its partner bank and express interest in applying for the PME Líder 2025 status.
2. Bank Analysis: The partner bank analyzes the company’s risk profile and, if the criteria are met, submits the proposal to IAPMEI or Turismo de Portugal.
3. PME Líder Status Award: After validation, IAPMEI or Turismo de Portugal communicates the status award to the company.
4. PME Excelência Selection: Subsequently, from the universe of PME Líder companies, those with the best indicators are selected to receive the PME Excelência distinction, without the need for a new application.

Essential Eligibility Criteria

To apply, companies must meet a set of general and specific conditions detailed in the regulations. Key requirements include:

• Having an updated SME Certification from IAPMEI.
• Being in good standing with the Tax Authority, Social Security, and banks.
• Having at least three complete fiscal years of activity.
• Meeting a set of economic and financial ratios, such as having a positive Net Result, Financial Autonomy of 30% or more, and a Turnover exceeding €1,000,000 (or €500,000 for the Tourism sector).
