AIDA CCI (Chamber of Commerce and Industry of the Aveiro District) is committed to promoting qualification and professional training across the Aveiro district, playing a strategic role in developing key skills for the region. Through the Qualifica Centre, AIDA CCI reinforces lifelong learning and contributes to improving employability and regional economic development.
AIDA CCI’s Qualifica Centre – Recognition, Validation and Certification of Competences
This initiative aims primarily to enhance adults’ academic and professional qualifications, promoting Lifelong Learning (LLL) and reducing Portugal’s structural qualification deficit.

- Annual Target: 799 adults
- Registered Participants: 2,397
- Adults in RVCC or Certified: 2,157
- Total Eligible Investment: €630,296.49
Services Offered:
- Mobilisation of adults into LLL processes.
- Guidance and support for individual qualification pathways.
- Development of RVCC processes (academic and/or professional).
- Issuance and updating of the Qualifica Passport.
- Provision of flexible and tailored qualification pathways.
Regional Impact and Importance
Portugal still faces a significant qualification deficit:
- 44.6% of adults aged 25 to 64 have not completed upper secondary education (2020, EU27: 20.8%).
- 18.3% of young people aged 20 to 24 enter the labour market without completing this level of education.
Through these projects, AIDA CCI positions itself as an essential catalyst for both individual and collective empowerment, promoting:
