Aveiro Entrepreneur

The Aveiro Entrepreneur project is a private initiative, presented in partnership by the AIDA CCI – Chamber of Commerce and Industry of the District of Aveiro, AGIR – Association for the Modernisation and Revitalisation of the Urban Centre of Aveiro; INOVARIA – Business Association for an Innovation Network in Aveiro; and the UA – University of Aveiro. It was approved under the Collective Action Support System (SIAC), within the Central Region Operational Programme MAIS CENTRO.

Objectives:

This project aims to boost entrepreneurship and support SMEs in the Aveiro region. The Action Plan follows three main strategic lines to help Aveiro leverage its existing resources in order to foster an innovative and entrepreneurial environment, aiming to:

  • Promote entrepreneurship;

  • Support new businesses;

  • Make SMEs more competitive.

Main Actions to be Developed:

These three objectives will be achieved through actions integrated into five priority areas:

  1. Support for SMEs: focuses clearly on the company as an individual entity, covering support in structuring, creation, and financing, provision of relevant information about the business environment and expansion opportunities, as well as chances to promote its products/services.

  2. Business Incubation: specifically targets company creation, supporting the transition from idea to business structure, including the selection of viable ideas and assistance in their formalisation.

  1. Promotion of Entrepreneurship in Schools: includes more general actions aimed upstream of the entrepreneurial process, to create a clear, realistic image and a positive attitude towards entrepreneurship from a young age.

  2. Promotion of an Entrepreneurial Culture: has a similar goal to entrepreneurship in schools, but targets different groups: vulnerable segments of the population (unemployed), women, the local community in general, and regional clusters in the Centre region. It aims to empower individuals to view starting their own business or job positively and to help entrepreneurs manage their businesses better, while encouraging critical thinking about change and the power of ideas.

  3. Communication: a cross-cutting area that aims to bring the action plan’s initiatives to target audiences and facilitate information sharing by building a knowledge-sharing community and a dynamic support network for businesses and entrepreneurship.

AIDA CCI – Chamber of Commerce and Industry of the District of Aveiro and APA – Port of Aveiro Administration were the Portuguese entities involved in the PROPOSSE project – Promotion of Short Sea Shipping, a project co-financed by the ERDF under the Atlantic Area Transnational Cooperation Programme 2007–2013, approved by the European Commission on 20 September 2007.

The Atlantic Area is a transnational cooperation territory that includes the entire territory of Ireland and the Atlantic regions of Portugal, Spain, France, and the United Kingdom.

PROPOSSE is composed of a group of partner entities from Portugal, Spain, France, Ireland, and the United Kingdom. It was led by the Port of Gijón (Spain) and included the partnership of the Port of Aveiro, AIDA, the Oviedo Chamber of Commerce, the Port of Poole (UK), Marine Southeast (UK), the Port of Cork (Ireland), the Port of Le Havre (France), and CRITT – Transport & Logistic (France).

The main goal of PROPOSSE was to promote short sea shipping among the participating countries and their respective regions as a real alternative to other means of freight transport, through close cooperation between ports and business community representatives.

To achieve this goal, both the supply of available short sea shipping services and the potential demand from companies were analysed. Strategic Plans for Short Sea Shipping were drawn up for each identified key sector, including the definition of logistics infrastructure and corresponding management models.

In the long term, the project aimed to generate better knowledge of cargo flows, enable sustainable and long-lasting cooperation schemes between Atlantic ports and the private sector, improve the image of ports as part of the intermodal transport chain and as key elements of regional development, and create new business opportunities linked to the growth of short sea shipping.

The project began in March 2009. Activities started with the characterisation of the short sea shipping (SSS) service offering in the Atlantic Arc, including interviews with the 20 main shipping companies operating in the SSS segment, and the preparation of a market study of the hinterlands of partner ports, identifying potential cargo flows for maritime transport.

Subsequently, interviews were conducted with logistics operators and sector associations to gather information on freight flows and assess the logistics service needs of SMEs and logistics operators, identifying the potential for new routes and sufficient demand to persuade shipping companies to invest in and maintain such routes.

Among the various promotional activities carried out by AIDA and APA – the Portuguese partners in PROPOSSE – the Workshop for the Presentation of the Market Study on Freight Flows between the Project’s Ports stood out, with 53 participants, held in March 2011.

This event included a visit to the Container/Ro-Ro Terminal and the Intermodal Terminal (Railway Link) of the Port of Aveiro, followed by opening remarks from Eng. Rui Paiva, APA Administrator, and Dr. Elisabete Rita, AIDA General Director, who emphasized that AIDA’s participation in this project supports the regional business community in transporting its products to external markets, boosting competitiveness. Dr. Antonio Gamba, from Gotten Consultants, then presented the project, followed by Prof. Luís Ferreira from the University of Aveiro, who presented the study results.

In the second part of the session, Dr. Isabel Ramos, from APA’s Business Development Area, presented the import and export logistics flows of the partner ports. The session concluded with Dr. Eduardo Oviedo introducing the Port of Gijón and providing further information during the debate session alongside Dr. Isabel Ramos.

Another initiative under the project took place in October 2011, titled Working Coffee with the theme “Exporting by Sea: a Competitive Solution”, aimed at export, transport, and logistics managers from the Central Region’s industries, logistics operators, freight forwarders, road hauliers, shipping agents, shipowners, and entrepreneurs in general.

The session’s main goal was to present the study on the creation of new Short Sea Shipping (SSS) lines and the introduction of new routes between the project’s partner markets: Portugal, Spain, France, England, and Ireland.

Participants also had the opportunity to hear firsthand from a Road Transport Operator using the Gijón–Nantes SSS route, Mr. Raúl Busto, Manager of Transportes Busto.

The strong turnout at this activity revealed the participants’ genuine interest in alternative transport solutions that effectively address the cost–time–environment triad, thereby increasing business competitiveness.

Following up on the Working Coffee session, AIDA and APA, on 20 October 2011, took a group of 11 entrepreneurs to participate in the Short Sea Shipping Atlantic Area Forum, held at the Port of Gijón.

The Forum aimed to present existing maritime routes between Atlantic Area countries and foster business opportunities, as well as operational and commercial partnerships among attendees.

The speaker panel included Mr. José Alberto Franco from the Institute for Mobility and Land Transport (Portugal), who addressed the importance of Transport for Europe’s peripheral regions, and Mr. Luís Cuervo Spottorno, European Commissioner – Director-General for Maritime Affairs and Fisheries, who presented the topic “Maritime Strategy for the Atlantic: New Opportunities for Atlantic Coast Communities.”

European logistics and short sea shipping promotion projects were also introduced: PROPOSSE, PROPS, SUPERGREEN, and MIELE. Topics included Intermodal Transport in 2011 and networking sessions held in the afternoon.

The initiative was successfully received and deemed of great interest by participants, further reinforcing the importance of business involvement in such projects for both the economic development of the regional business community and the country at large.

Presented in partnership by the AIDA CCI – Chamber of Commerce and Industry of the District of Aveiro and ANEME – National Association of Metallurgical and Electromechanical Companies, approved under the Collective Action Support System (SIAC) of the COMPETE – Operational Programme for Competitiveness Factors.

Objectives:

– Inform companies about Public Policy guidelines regarding energy use and environmental sustainability, what they entail, and their implications at the business level;

– Raise awareness among entrepreneurs about the importance of integrated, rational, and efficient management of their energy and environmental impacts throughout the entire product lifecycle;

– Contribute to initiating or deepening internationalisation/export processes for new companies, also aiming at penetration into new markets;

– Disseminate best practices in energy efficiency, the use of new energy sources, and environmental performance;

– Promote awareness of energy and environmental issues through demonstration actions;

– Support SMEs in transitioning towards adopting new management practices aligned with the project’s objectives;

– Promote awareness that can spread across the entire business fabric, following broad dissemination actions/tools.

Activities

Following the outlined objectives, and aiming at their implementation, the project proposes a set of activities structured around two main themes: “Energy Efficiency and Diversification” and “Environment and Sustainable Development.” This methodological division reflects the progressive nature of actions that different sectors/companies may wish to adopt or consider relevant depending on their markets or current stage of development, in terms of energy/resource efficiency and environmental sustainability.

For each of the themes mentioned above, the project proposes to:

– Conduct surveys on energy management in SMEs to create a benchmark index, as well as surveys on the current status of Environmental Certification in companies;

– Develop guides for SMEs (based on the survey findings and made available on the platforms) covering methodologies for implementing an “Energy Management System” and “Green Production and its Competitive Advantages”;

– Create web platforms containing information related to Energy and Environment topics, including publication of survey results, benchmarking exercises, and tools and information to support the implementation of Energy Management and Environmental Sustainability Systems;

– Organise seminars in various regions covered by the project to present and discuss case studies of best practices and implementation methodologies for energy efficiency and environmental performance systems for dissemination among SMEs;

– Promote workshops on the role of these topics in creating internationalisation opportunities;

The EMPREENDER+ project, promoted in partnership by the AIDA CCI – Chamber of Commerce and Industry of the District of Aveiro and ANEME – National Association of Metallurgical and Electromechanical Companies, was co-financed by COMPETE – Operational Programme for Competitiveness Factors and the ERDF. Its goal was to develop a set of actions and initiatives which, by their nature, aimed to:

  • Encourage an entrepreneurial mindset among current and future entrepreneurs, making them aware of the need to accept risk as something intrinsic to the current dynamics of the global economy;
  • Raise awareness among entrepreneurs about management practices focused on value creation and differentiation through systematic innovation in marketing, organization, processes, products, and services – key factors in maintaining and strengthening international competitiveness;
  • Promote the adoption of research and development practices, the enhancement of performance and cooperation within networks and with Science and Technology System (STS) entities, and the protection of industrial property through patents and other means.

The activities carried out contributed to the dissemination of good management practices among participating companies, strengthening their competitiveness in response to consumer market demands.

Inter_Aveiro

The Inter Aveiro – Internationalising the Aveiro Region project, submitted under the Call for Applications “Notice Centro-52-2015-01” of the Support System for Collective Actions “Internationalisation”, includes the following types of actions: Market prospecting, knowledge and access to new markets; Collaborative internationalisation processes, knowledge sharing and capacity building for internationalisation; and International promotion of tourism destinations and other products, equipment linked to the regions, including high-performance centres.

This is a project developed in partnership with CIRA – Intermunicipal Community of the Aveiro Region and the UA – University of Aveiro, between January 2016 and December 2017.

The aim is to position Aveiro as an entrepreneurial and competitive region in terms of knowledge, high value-added products and services, promoting it as a hub of know-how. It highlights business dynamics and the knowledge generated through exchanges between companies and entities of the Science and Technology System, making use of “diaspora entrepreneurs” as ambassadors and key contacts with the markets in which they operate.

Objectives

Boost international exchange at institutional and business levels:

– Promote exchanges with diaspora entities

– Conduct institutional visits to diaspora countries

Encourage knowledge sharing and capacity building of companies for internationalisation:

– Produce Studies on the Portuguese Diaspora in the project’s target markets

– Create a Support Guide for Cooperation Networks

– Hold targeted Seminars on the project’s target markets

– Organise specialised Workshops on procurement (Germany and France)

– Develop a Knowledge Internationalisation Programme through international missions; active participation and representation in international excellence networks

– Attract companies with high growth potential and/or multiplier effects in the region (mapping national and international high-potential companies; foster contact to identify international business needs and opportunities; provide legal, economic, and social information about the Aveiro Region to attract, support and retain these companies)

– Organise Workshops on “Elevator Pitch” (Germany and France)

Promote the national supply of goods and services internationally in an integrated way:

– Develop a communication and marketing plan

– Organise reverse trade missions (France and Germany)

– Participate institutionally in international trade fairs (promotional tools e.g. promotional video “From Aveiro”)

INOV MARKET – Information and Representation of SMEs in the Aveiro Region

The INOV_MARKET2015/16 Project, a joint internationalisation initiative, was submitted under Portugal 2020 and was based on the priorities identified in the Call for Applications No. 01/SI/2014 for Incentives for the Qualification and Internationalisation of SMEs.

Its operational objective is to strengthen the competitiveness of small and medium-sized enterprises.

INOV-MARKET began in July 2015 and ended in December 2016.

Objectives

  • Promote and carry out collective actions through Business Missions (for market prospecting/entry, business volume growth, reinforcement, consolidation, and repositioning in higher value-added segments) to foreign markets, particularly those offering the greatest opportunities for our companies, thereby facilitating access to those markets previously selected by participating companies;
  • Promote SME competitiveness and encourage market diversification by increasing exports in a structured and planned manner, enhancing their responsiveness and active presence in international markets;
  • Support SMEs in defining appropriate strategies for entering international markets, considering their specific characteristics and product types;
  • Identify business opportunities for companies from the Aveiro region by monitoring ANEME’s participation in the MIDEST Subcontracting Fair, held in Paris, France, in 2015, with the intention of participating again in 2016;
  • Promote initiatives that highlight national offerings in international markets by organising visits from potential importers to the Aveiro Region;
  • Encourage and increase the internationalisation of the sectors involved through innovative and competitive factors, focused on exports and on the creation of high value-added products, based on innovation and entrepreneurship.

The implementation of these objectives is supported by a joint action plan, developed through prior identification—by participating SMEs—of target markets of interest, with the aim of strengthening and consolidating their international competitiveness. This, in turn, fosters increased international business volume and market diversification.

Funding

Supported by the aforementioned Programme under the Incentive System for SME Qualification and Internationalisation (QPME), the project received a total financial incentive of €317,674.85.

Description:

This joint internationalisation project, submitted to the Operational Programme for Competitiveness and Internationalisation (POCI), falls under Thematic Objective (TO3): strengthening the competitiveness of small and medium-sized enterprises. It was approved under the Call for Applications “Notice No. 21/SI/2016”, dated 27 September 2016, and supported by ERDF under Portugal 2020. INOV_MARKETII2017/18 was developed over two years, primarily in the NUTS II regions of North and Centre, though companies from the Alentejo region could also be included. The target audience is SMEs in the Aveiro region, known for its multisectoral activity.

Objectives:

The main priority is to foster the internationalisation of SMEs in the Aveiro region through initiatives focused on market knowledge and prospecting (business missions, importer missions, and trade fair participation), and the implementation of international marketing actions using an innovative tool designed to optimise and maximise SME internationalisation.

Partnerships with associations were established, continuing efforts from previous projects, particularly a collaboration between AIDA, ANEME, and AIMMAP to coordinate participation in the following fairs: MIDEST (France), Subcontratación (Bilbao), and Hannover Messe (Germany).

The planned activities are structured around six areas of action:

1 – Conduct workshops on various topics, including: “Negotiation Strategies and Protocol Rules in the USA and Canada”; “Specifics of Russian Business Protocol”; and the Final Closing Workshop.

2 – Conduct market prospecting visits to new countries (Germany, Australia, and Canada) to meet and identify official entities, business associations, and other economic stakeholders who can facilitate future SME contacts and support the internationalisation process.

3 – Promote SME participation in international trade fairs through a collective stand, in partnership with other associations, particularly at Hannover Messe, Subcontratación, MIDEST, and Cuba Industrial.

4 – Organise Business Prospecting Missions to international markets, in some cases coinciding with international trade fairs, including: Peru; United Arab Emirates; United States of America; Cuba; Colombia; Russia; Canada; Australia; Panama; Chile; and Mexico.

5 – Host importer missions to the Aveiro District from France, the USA, Canada, and Germany to strengthen and consolidate the entry of regional companies and products into those markets.

6 – Conduct a study on “Business Opportunities in the United States and Canada”.

7 – Develop a TOMI OUTDOOR X55 platform, an interactive digital outdoor software system, globally pioneering and network-based, available 24/7 to provide business, industrial, and urban information.

METAL INNOVA

The METAL – INNOVA Project is aimed at SMEs in the Metalworking sector. It is being developed under the European Territorial Cooperation Programme for the Southwest European Space (SUDOE), led by the Unió Patronal Metal·lúrgica of Catalonia, with the participation of five additional partner organisations from Spain and France. The project is scheduled for completion on 31 December 2014.

This project aims to promote innovation projects that improve and optimise more economical and competitive production systems within companies in the metals sector.

In this context, the development of joint R&D&I (Research, Development, and Innovation) projects among companies within the SUDOE area will be encouraged. This will facilitate the creation of cooperation networks between companies and technology centres, strengthening their own capacity, generating higher levels of competitiveness, cooperation, and internationalisation, and establishing a solid and stable structure for the development of strategic innovation processes.

The “GetFP7” project is a private initiative presented by the AIDA CCI – Chamber of Commerce and Industry of the District of Aveiro, and approved under the Collective Action Support System (SIAC), within the COMPETE – Operational Programme for Competitiveness Factors.

OBJECTIVES

“GetFP7 – Enhancing the Participation of Portuguese Companies in the 7th RTD Framework Programme” aims primarily to support the participation of Portuguese SMEs in international European cooperation applications (7th RTD Framework Programme – Cooperation and Capacities).

The project’s planned actions aim to establish 10 partnerships for applications to the 7th Framework Programme, encouraging the involvement of Portuguese SMEs and other entities (Universities, Research Institutes, Associations, End Users, etc.) in these proposals.

It also seeks to promote participation in international networks and organisations that support the involvement of companies in the 7th RTD Framework Programme, especially European technology platforms.

Employment Passports 3i

Council of Ministers Resolution No. 51-A/2012 of June 14 approved the Strategic Plan for Initiatives to Promote Youth Employability and Support for Small and Medium-sized Enterprises – “Youth Impulse”. This plan includes a set of measures to support youth employability and SMEs, such as new internship programmes, including the Employment Passport.

Ministerial Order No. 408/2012 of December 14 created a new type of joint projects under the Incentive System for the Qualification and Internationalisation of SMEs, within the Youth Impulse framework. These are the Employment Passport for Industrialisation, Employment Passport for Innovation, and Employment Passport for Internationalisation – collectively known as Employment Passports 3i.

The SI QPME Project – Joint Projects for Employment Passports 3i – is aimed at companies with approved investment projects under one of the three QREN incentive systems: SI R&D, SI Innovation, and SI SME Qualification. This project allows companies to host qualified interns for a 12-month period, with specific training backgrounds, aiming at a stable and long-term integration into the labour market and possibly a permanent contract following the internship.

The Employment Passports 3i include the following intervention types:

– Employment Passport for Innovation

For companies with investment projects aimed at strengthening their innovation capacity and integrating highly qualified human resources.

– Employment Passport for Internationalisation

For companies with investment projects aimed at consolidating internationalisation strategies.

– Employment Passport for Industrialisation

For industrial companies with investment projects targeting production specialisation and enhancement of the technological component.

Objectives

  • Enhance and develop the skills of young people seeking their first or a new job, in order to improve their employability profile and support their transition from the qualification system to the labour market;
  • Promote awareness among employers of new skills and qualifications, and foster job creation in emerging areas;
  • Promote the development of human resources in the respective areas of intervention.

Target Audience

  • The Employment Passport for Industrialisation and Employment Passport for Internationalisation are intended for unemployed young people aged 18 to 30 with a bachelor’s or master’s degree, registered with employment centres.
  • The Employment Passport for Innovation is aimed at unemployed young people aged 23 to 34 with a master’s or doctoral degree, also registered with employment centres.

Benefits for beneficiary companies:

  • 100% grant funding for the internship stipend, regardless of the number of internships (companies with 10 or fewer employees can host a maximum of 5 interns at a time);
  • After completing the internship and signing a permanent employment contract, along with net job creation, the company will receive an integration bonus equivalent to 6 times the stipend amount. This may be increased by 20% if the intern hired has a disability or impairment.

  • Social Security contributions;
  • Meal allowance;
  • Work accident insurance.

Project Summary:

The Qualify project was run by AIDA from January 1, 2016 to December 31, 2017. Its main goal was to enhance the business capabilities of SMEs for the development of differentiated products, services, and processes through access to qualification and strategic information, ensuring sustainable, dynamic, and competitive market performance.

To address regional disparities in access to information and qualification, the project carried out activities in several municipalities in the Aveiro district, including V. Cambra, S. M. Feira, Oliveira de Azeméis, S. J. Madeira, and Águeda.

A total of 22 events were held, involving approximately 1,000 participants.

Notably, 50% of SMEs considered the information, methodologies, or tools provided through the project to be useful.

Objectives:

  • Indirectly increase business skills;
  • Create, develop, and enhance tools tailored to the specific needs of SMEs;
  • Facilitate access to relevant information in competitiveness-related domains;
  • Strengthen business skills by providing structured, organised tools to better approach national and international markets;
  • Increase visibility and awareness of goods and services produced in Portugal;
  • Stimulate business consolidation and succession processes;
  • Reduce information asymmetry and enable strategic decision-making and early diagnosis;
  • Ensure SMEs’ access to information and representation, supporting actions in innovation, entrepreneurship, cooperation, technology, and human resource development to increase competitiveness;
  • Restructure practices using tools based on “Best Available Practices” suited to the national business context;
  • Implement innovative approaches in risk, knowledge, and organisational management;
  • Digitise quality management processes;
  • Share good practices and results.
