Government Launches “Reforçar” Program: €10 Billion to Support Company Competitiveness and Exports
At the meeting of the Council of Ministers on April 10, 2025, the “Reforçar” (Strengthen) Program was approved, an ambitious initiative designed to boost the competitiveness, exports, and internationalization of Portuguese companies.
A Strategic Package for the Business Sector
The “Reforçar” Program has a financial envelope exceeding €10 billion, structured around four main pillars:
- Innovation and Decarbonization: €255 million for projects with a focus on advanced technologies, energy efficiency, and sustainability.
- Qualification and Training: €70 million for human resource capacitation and the modernization of business models.
- Internationalization: €80 million for promotion in new markets, including participation in trade fairs and external marketing.
- Productive Investment: €2,235 million in incentives through the Portugal 2030 and RRP programs.
Additional Financing Instruments
In addition to direct incentives, the program also includes significant financial instruments:
- €8.6 billion in financing lines from the Banco de Fomento (BPF INVEST EU and BPF INVEST PT EXPORT).
- €1.2 billion in Export Credit Insurance, with expansion to new markets.
- €200 million in tenders under Portugal 2030, dedicated to supporting the internationalization of SMEs.
