Portugal 2030: Annual Notice Plan 2026 Mobilizes €3.9 Billion
AIDA CCI informs that the Interministerial Commission approved the new Annual Notice Plan, launching approximately €3.9 billion in calls for tender throughout 2026 to support competitiveness, sustainability, and innovation.
With the approval of Deliberation no. 1/2026/PL, the Portuguese business and institutional ecosystem gains a vital predictability tool. The Annual Notice Plan (PAA) of Portugal 2030 and AMIF (Asylum, Migration and Integration Fund) allows beneficiaries to anticipate opportunities and structure robust applications, eliminating uncertainty regarding call opening periods.
Investment Volume and Priority Areas
Between January and December 2026, the publication of 220 calls for tender is planned, covering all regions of the country. This financial package aims to leverage structural projects in social, economic, environmental, and territorial areas.
The main mobilizing programs for this period are:
- Compete 2030: Leads with the largest endowment, focusing on companies’ digital and energy transition.
- Pessoas 2030 (People 2030): Directed towards qualification, employment, and social inclusion.
- Sustentável 2030 (Sustainable 2030): Dedicated to climate action and resource sustainability.
Highlights of the First Trimester (January-April)
The start of 2026 kicks off with high-value opportunities, namely through the STEP initiative (Strategic Technologies for Europe Platform), focusing on industrial and technological sovereignty:
- STEP – Productive Innovation (Digital and Biotechnology): Call with a predicted endowment of €401 M.
- STEP – Productive Innovation (Energy): Call with a predicted endowment of €400 M.
- Corporate R&D&I (Digital and Biotechnology): Call with a predicted endowment of €210 M.
- Corporate R&D&I (Energy): Call with a predicted endowment of €115 M.
Additionally, the Sustainable 2030 Program foresees tens of millions of euros for climate change adaptation and risk management measures, including critical calls for water efficiency in the Algarve region.

The plan was designed to cover a broad spectrum of entities, being particularly relevant for:
- Companies (SMEs and Large Enterprises): With innovation, internationalization, and decarbonization projects.
- Scientific and Technological System Entities: For research and development projects.
- Public Administration and Municipalities: For infrastructure, education, and digital service projects.
- Social Economy Entities: With responses for qualification and inclusion.
