Approved Portugal 2030 Programs
The 12 Portugal 2030 Programs have already been approved, mobilizing a total of €23 billion for projects aimed at the country’s development, focusing on businesses and the economy, people, sustainability, and territory. The Portugal 2030 Partnership Agreement was approved on July 12, 2022, and signed on July 14 by the Portuguese State and the European Commission.
It is based on the Portugal 2030 Strategy and lessons learned from previous European Fund programming periods. It defines the major objectives and programmatic options for the 2021-2027 period, which will be implemented through 12 programs:
Thematic Programs:
- Innovation and Digital Transition Program
- Demography, Skills, and Inclusion Program
- Climate Action and Sustainability Program
- Maritime Program
Seven Regional Programs:
- Norte, Centro, Alentejo, Azores, and Madeira (less developed regions), Algarve (transition region), and Lisbon (developed region). Funded by ERDF and ESF+, these programs focus particularly on territorial policies strengthened by the ongoing decentralization process in mainland Portugal. They contribute to most strategic objectives, especially Portugal + Closer, Portugal + Green, and Portugal + Competitive. They total €9.7 billion distributed as follows: Norte €3.4 billion; Centro €2.2 billion; Alentejo and Azores both around €1.1 billion; Algarve €780 million; Madeira €760 million; and Lisbon €381 million. The Norte, Centro, and Alentejo programs include allocations from the Just Transition Fund (€60 million, €65 million, and €99 million respectively) to mitigate socioeconomic impacts of transitioning to carbon neutrality due to the closure of Matosinhos refinery (Norte), Pego thermal power plant (Centro), and Sines thermal power plant (Alentejo).
- Technical Assistance Program: With a budget of €168 million funded by ERDF, it has a national scope to support the implementation of actions by entities involved in fund coordination and management. This includes monitoring, evaluation, communication, information systems, control dimensions, as well as implementing the roadmap for capacity-building within the European funds ecosystem.
Additionally, there are European Territorial Cooperation Programs in which Portugal participates alongside other relevant Member States in cross-border, transnational, outermost regions dimensions, as well as inter-regional cooperation with other Member States and the European Commission.
With a total of approximately €23 billion, these programs will implement the five Portugal 2030 Funds until 2029: €11.5 billion from ERDF; €7.8 billion from ESF+; €3.1 billion from Cohesion Fund; €224 million from Just Transition Fund; and €393 million from EMFF.
